The 9th meeting of the Commission on the Conservation and rational use of aquatic biological resources and management of shared stocks of the Caspian sea was held from November 24 to 26, 2025, in Ashgabat, at the Institute of the Caspian Sea of Turkmenistan.

At the Third Caspian Summit in Baku in November 2010, National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov proposed developing an agreement on regulating the management of biological resources between the five Caspian littoral countries. In pursuance of this initiative, the Turkmen side prepared a corresponding draft. A series of five-party negotiations were held between 2012 and 2014, resulting in the experts drafting an agreed-upon agreement. It was signed at the Fourth Caspian Summit in Astrakhan and entered into force in 2016.

The mentioned Commission was established in accordance with Article 10 of the Intergovernmental Agreement on the conservation and rational use of aquatic biological resources of the Caspian Sea.

Turkmenistan chairs the Commission in 2025-2026.

During the meeting, the parties discussed the status of joint stocks, shared the results of scientific research on aquatic bioresources, and issues of conservation and reproduction of aquatic bioresources.

A decision was made to forbid commercial fishing of sturgeon species in 2026; catch is permitted only for scientific purposes and reproduction within the agreed quotas.

Following the meeting, a Protocol was signed.
