On 15 October 2026, President of Turkmenistan Serdar Berdimuhamedov departed on a working visit to the Republic of Azerbaijan to participate in the regular Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA).
At Heydar Aliyev International Airport, President Serdar Berdimuhamedov was welcomed by officials of the Republic of Azerbaijan, as well as members of the official delegation of Turkmenistan.
At the Baku Congress Centre, the Head of State was warmly welcomed by President of the Republic of Azerbaijan Ilham Aliyev.
Following the joint photo session of the heads of delegations, the 7th CICA Summit commenced.
Welcoming the Summit participants, President of the Republic of Azerbaijan Ilham Aliyev thanked them for accepting the invitation to visit Azerbaijan, noting that the meeting would serve as an important step towards strengthening constructive cooperation.
The floor was then given to the heads of delegations participating in the Summit.
At the beginning of his address, President Serdar Berdimuhamedov expressed his sincere gratitude to President of the Republic of Azerbaijan Ilham Aliyev for the high level of organization of the meeting, the traditional hospitality and the favorable conditions created for constructive discussions.
Highly commending the results of Azerbaijan’s chairmanship of CICA, President Serdar Berdimuhamedov emphasized that, as Chair of this format, Azerbaijan had demonstrated determination and consistency in implementing measures to promote interaction and strengthen confidence, while remaining firmly committed to its goals and objectives. At the same time, Azerbaijan had actively contributed to expanding international cooperation.
In this regard, particular importance is attached to strengthening the international legal foundations necessary for the practical implementation of joint efforts aimed at ensuring international stability.
Against this backdrop, President Serdar Berdimuhamedov expressed his conviction that strengthening the role of international law and preventive diplomacy could also prove valuable within CICA, primarily in preventing conflicts, building confidence and finding mutually acceptable solutions.
As President Serdar Berdimuhamedov further noted, alongside political conditions, the strengthening of economic connectivity, the expansion of mutually beneficial trade and the development of reliable transport and logistics chains are important factors for ensuring safe and sustainable global development. In the context of a changing global economy, particular importance is attached to diversifying transport routes, developing multimodal transportation and eliminating infrastructure and procedural barriers that hinder regional cooperation.
In general, Turkmenistan advocates making fuller use of the potential of transport corridors along the East–West and North–South routes, as well as expanding international cooperation in logistics and simplifying trade procedures.
In this context, President Serdar Berdimuhamedov expressed the view that it would be expedient to develop a dialogue on transport issues at the ministerial level within CICA.
Continuing his address, the Head of Turkmenistan highlighted the growing importance of the digital dimension of international cooperation.
Climate change and environmental security remain serious challenges of our time, the Head of State emphasized, adding that Turkmenistan consistently advocates strengthening international cooperation in these areas.
Identifying the humanitarian dimension as an integral part of cooperation within this format, President Serdar Berdimuhamedov expressed his conviction that youth diplomacy should be developed significantly as an effective instrument for engaging the younger generation in efforts to restore and promote a culture of peaceful dialogue. A practical step in this direction could be the establishment of a Network of Young Ambassadors of Confidence, comprising active, talented and forward-looking young people from our countries who would promote the ideals of peace, tolerance and constructive intercultural dialogue.
Concluding his address, President Serdar Berdimuhamedov underscored that Turkmenistan attaches great importance to the activities of the Conference on Interaction and Confidence-Building Measures in Asia and consistently supports its goals and principles.
Thanking President Serdar Berdimuhamedov for his substantive address, President Ilham Aliyev highlighted the importance of the proposals and initiatives put forward by the Head of Turkmenistan.
The Summit also addressed issues related to strengthening confidence-building measures, adapting to climate change, harmonizing transport and logistics strategies in Asia, developing international transport corridors, ensuring food security and environmental sustainability, and accelerating digital transformation.
Thus, within the framework of the CICA Summit, Turkmenistan put forward initiatives aimed at diversifying transport and logistics cooperation, addressing environmental challenges, including environmental protection and the efficient use of water resources, and expanding productive humanitarian ties.
