The second meeting of the heads of parliament of the member states of the Group of Friends of Neutrality took place

On October 9, 2025, the second meeting of the Heads of Parliaments of the member states of the Group of Friends of Neutrality, entitled “Interparliamentary Dialogue – an Important Tool for Ensuring Peace and Trust in the World” was held in the premises of the Mejlis of Turkmenistan. The event took place in the hybrid format.

The meeting was attended by the heads of legislative bodies of the member states of the Group, representatives of the Inter-Parliamentary Union, the Council of the Interparliamentary Assembly of the CIS, as well as agencies of the United Nations Organization, including the UN Regional Centre for Preventive Diplomacy for Central Asia.

The session was chaired by the Chairwoman of the Mejlis of Turkmenistan Ms. Dunyagozel Gulmanova.

Participants of the meeting highly appraised the role of Turkmenistan’s permanent neutrality as a positive factor contributing to the strengthening of stability at both regional and global levels. It was emphasized that the United Nations remains a reliable partner of Turkmenistan in matters of ensuring peace and security.

It was stated that parliamentary diplomacy serves as an important instrument for strengthening friendship among people and as an effective mechanism for the development of international partnership. In this context, the speakers expressed support for the initiative of the President of Turkmenistan His Excellency Serdar Berdimuhamedov to declare the year 2028 as the Year of International Law, which will become a significant step towards reinforcing the international legal foundations of peace and cooperation.

In conclusion, the participants exchanged views on the role of interparliamentary dialogue as an effective tool for building trust and finding common solutions to global challenges. The importance of institutional consolidation of the principles of neutrality through the improvement of the legislative framework was also emphasized.
